Within the framework of StEP, a specific work-package (WP5) has been conceived to support EUSAIR embedding into IPA III programmes.
The scope of WP5 is to focus on a stronger engagement of DG NEAR in the implementation of EUSAIR as the main stakeholder when it comes to ensure coherence between the use of relevant National IPA III (Annual or Multiannual) and Multinational Programmes and EUSAIR flagship projects. Additionally, relevant EUSAIR Thematic Steering Groups (TSGs) are expected to actively assess IPA III actions when implementing flagship projects and provide appropriate contributions and ideas for future programming.
The main output of the StEP WP5 will be to identify and formulate joint solutions aiming at guiding the flagships embedding into IPA III programmes. Specifically, it envisages: closed coordination and exchanges of inputs from TSGs, desk review on identification of potential synergies between the EUSAIR flagships and IPA III programming, coordination with NIPACs and DG NEAR, and the relevant Donor and IFIs community.
To achieve this output, StEP WP5 envisages the following tasks:
o Desk review of past current and future IPA III Annual Programmes
o Development of synergies between IPA III actions and EUSAIR flagship initiatives
o Formulation of actual proposals to ensure stronger coordination between IPA III Programmes and EUSAIR flagship initiatives
o Collection, organisation and transfer of inputs between TSGs and IPA III actions
o Coordination with regional stakeholders and Donor community
o Support to ETC MAs network to ensure the linkage between IPA III and IPA ETC Programmes
o Elaboration of a shared performance assessment framework for EUSAIR flagship initiatives and relevant IPA III actions
o EUSAIR TSGs contributions and participation to the monitoring of relevant IPA III actions
o Support to candidate countries towards embedding process
The StEP partner in charge of the implementation of WP5 is the Directorate for European Integration of Bosnia and Herzegovina (DEI) that is a permanent, autonomous, and professional body of the Council of Ministers of Bosnia and Herzegovina (BiH). Located in Sarajevo, it is responsible for coordinating the processes and activities of the institutions in the integration of BiH into the EU.
